Abstract

Perancangan Pelatihan Sistem Proteksi Fisik Bahan Nuklir dan Fasilitas Nuklir di BATAN. Sistem Proteksi Fisik (SPF) merupakan salah satu komponen dalam penerapan keamanan nuklir. SPF terdiri dari komponen peralatan, personel, dan prosedur. Sebagai salah satu satu komponen SPF yang berperan dalam menentukan efektivitas dari SPF, personel harus memiliki pengetahuan, keterampilan, serta perilaku yang baik dan memadai sesuai dengan kedudukannya dalam SPF, yaitu melindungi bahan nuklir dan fasilitas nuklir dari pencurian, sabotase dan tindakan yang tidak bertanggung jawab lainnya.Untuk meningkatkan kompetensi personel keamanan dalam bidang SPF, salah satu langkah yang dapat diambil adalah melalui pelatihan. Pelatihan yang efektif harus dimulai dengan perancangan pelatihan yang baik. Dengan menggunakan metode Systematical Approach to Training (SAT), telah dilakukan perancangan pelatihan SPF Bahan Nuklir dan Fasilitas Nuklir yang terdiri dari pelatihan SPF untuk tingkat dasar: Pengenalan SPF; tingkat menengah: Desain dan Evaluasi SPF; serta tingkat lanjutan: Analisis dan Pengkajian SPF yang masing-masing memiliki kurikulum untuk 36 - 45 jam pelajaran. (Training Design of Physical Protection System of Nuclear Material and Nuclear Facility in BATAN. Physical Protection System (PPS) is one of important components in the implementation of nuclear security. PPS consists of three components which are equipment, personnel and procedures. As one of the SPF components that play a role in determining the effectiveness of the SPF, personnel must have sufficient knowledge, skill and good attitude so he could protect nuclear materials and nuclear facilities from theft, sabotage and other malevolent human attack. To increase the security of personnel competency in that field, one of the steps that can be taken is through training. Effective training must start with a good training design. By using Systematical Approach to Training (SAT) method, there has been conducted a training design for PPS of Nuclear Material and Nuclear Facilities. The training scheme consists of 3 level of training i.e. PPS training for basic level: Introduction to PPS, intermediate level: Design and Evaluation of PPS and advanced level: Analysis and Assessment of PPS respectively. Each level of training has a curriculum for 36-45 hours of lessons.)
